Cohesion agreements
The operational programming of national resources for cohesion policies, the Development and Cohesion Fund 2021-2027 and complementary resources of the revolving fund, uses the instrument called "Cohesion Agreement" introduced with Legislative Decree 124/2023 and subsequent amendments.
The structure of the 2021-2027 Cohesion Agreements foresees:

Financial Plan of the Agreement

Details of the interventions and/or of actions to be financed with the national resources of the 2021-2027 cohesion policies

Implementation timetables for each intervention and/or action financed with the 2021-2027 Development and Cohesion Fund

Commitments and responsibilities of each of the Administrations signing the Agreement

The following table displays the Cohesion Agreements signed with the regional Administrations with an indication of the resources allocated to the Development and Cohesion Fund 2021-2027, starting from the programming allocations established with CIPESS resolution no. 25/2023.
For each Agreement is made available the official document signed by the parties and annexes in editable format (excel), updated at July 31, 2024

For the implementation of the interventions envisaged by each Agreement, in addition to the national resources of the Development and Cohesion Fund, the use of other resources is also foreseen as specifically indicated in the Financial Plan of the Agreement. For some Administrations, such as for example for the Marche Region, the Agreement also includes the complementary national resources of cohesion policies.
All the projects/interventions/actions promptly indicated in the Cohesion Agreements, following the CIPESS Financial Allocation Resolution to be defined soon, will be monitored in the 2021-2027 National Monitoring System managed by MEF-RGS-IGRUE, whose data will be published and available on the OpenCoesione portal as soon as the system becomes fully operational for the part of the resources of the Development and Cohesion Fund foreseen in the co-financing agreements of the European cohesion programmes 2021-2027.
For the various regional Administrations, prior to the signing of the Cohesion agreements, resources had already been approved by CIPESS in anticipation of the 2021-2027 Development and Cohesion Fund, in particular with CIPESS Resolution no. 79/2022 and as modified with CIPESS Resolution no. 16/2023.
These allocations are included in the Agreement and the corresponding monitoring data will be also available in the dedicated webpage DCF Programmes 2021-2027.
