Il Programma di sviluppo proposto da BAT Trieste S.p.A. è finalizzato alla creazione di una nuova unità produttiva, sita a San Dorligo della Valle Dolina (TS), e riguarda l'acquisto di impianti e macchinari per la realizzazione di prodotti, privi di tabacco e a potenziale rischio ridotto. Il Sito produttivo, già parzialmente operativo, è dedicato alla produzione dei prodotti di nuova generazione non soggetti a combustione (prodotti a potenziale rischio ridotto) e prodotti NRT (Terapia Sostituiva Nicotinica).
